in support of constitutional reforms

 

As citizens of the Republic of Uzbekistan, public organizations and civil society institutions, we are witnessing the significant progress in ensuring human rights and legitimate interests, freedom of speech and religion, the supremacy of law in Uzbekistan, transparency and accountability of public administration, anti-corruption, protecting the rights of children and women, and promoting gender equality.

The principle «No one should be left alone with their own problems» is becoming a key principle in the implementation of state social policy.

A considerable public participation is ensured in developing practical ideas and making crucial decisions. Free expression of opinions, suggestions and initiatives on government and social administration by each and every citizen is the basis for the sustainable development of the country.

Undoubtedly, we are experiencing an incredibly decisive period in the development of the country. By all means, we believe that all the reforms to build New Uzbekistan are aimed at ensuring the prosperous life of each of us today and in the future.

It is obvious that current rapidly developing time dictates the need for a number of amendments and additions to the Constitution in order to strengthen the guarantees of personal rights and freedoms, political, socio-economic, property, cultural and environmental rights of people.

The reform of the Constitution, which is our fundamental law, becomes the result of the peoples' will, and this fact makes us extremely proud and directly responsible at the same time.

We are obligated to preserve and hand down the values of great ancestors, accumulated in recent years, to future generations.

The people of Uzbekistan, who have become the first-hand author of the updated Fundamental Law, express wishes and will on behalf of the whole society. The obligations of Uzbekistan as a social state to guarantee the rights of youth, women, the elderly, the disabled, the compatriots living abroad and even prisoners are reflected concretely and clearly.

In particular, the issues related to achieving not only material, but also spiritual and moral maturity of the youth, the realization of women's rights and potential, and ensuring gender equality in the country are specifically mentioned.

The concept of minimal consumer expenditures is introduced as part of the creation of decent living conditions for the population who need social protection. Pensions, subsidies and other types of social assistance are set according to their officially approved amount, and this decision will serve for the country's development on the basis of specific economic plans.

In order to create an inclusive society in Uzbekistan, one of the primary objectives of the state is to ensure the rights of compatriots with disabilities and create favorable conditions for them in all spheres of daily life, starting with education.

Nowadays, a lot of compatriots live abroad, facing various difficulties and challenges of life. The fact that the Constitution takes their interests into account, along with the preservation and development of relations with them as one of the main responsibilities of the state, will certainly allow all compatriots living abroad to feel that they are always together with their historic motherland.

We believe that the proposed major changes and additions to the Constitution will provide a solid foundation for achieving national goals.

We hereby express our support for the proposals to implement constitutional reform.
