So we introduced a complete cluster system in the industry. Today, we have 100% cotton fiber processing (40% five years ago).

 

Over the past three years, more than 23 trillion soums have been allocated to the textile clusters to support the industry. In addition, the clusters themselves have invested about 7 trillion soums in private investment. As a result, about 350 large factories were put into operation.

 

Production has increased fivefold and exports have quadrupled to nearly $ 3 billion, ”he said.

It was noted that today our fiber processing capacity has reached 1.3 million tons, but 1 million tons of fiber is produced.

The level of processing of yarn into finished products in our country is 23%.

 

On behalf of the President, several meetings were held with industry enterprises, clusters, scientists. Based on the views and suggestions expressed in them, specific solutions were identified.

 

The first is the introduction of a new system to increase cotton yields.

 

For example, the Agro Turtkul Textile cluster in Turtkul and the Boston cluster in Ellikkala spent an average of 4-5 million soums per hectare, increasing yields from 23 centners in 2019 to 40 centners in 2021. multiplied This year, in Karakalpakstan, the yield is 33 centners per hectare.

 

But last year, 18 of the 121 cotton and textile clusters in the country had yields of less than 25 quintals.

 

This is because there are serious problems and shortcomings in seed production, tillage, fertilization and irrigation.

 

There are seed clusters in only 21 clusters. Protracting is also done in a few clusters.

 

To improve the quality of the land, only 6 clusters on seed production have established modern laboratories.

Cotton varieties (Bukhara, Ravnaq, Porloq, Sultan) created by our scientists with a yield of up to 100 quintals are not delivered to the clusters, and our farmers do not know which seeds to sow and where to get them.

 

The fact that in recent years the day and night temperatures have remained the same, and the number of new species of insects has increased, it is necessary to increase the number of varieties resistant to these conditions.

 

It's time to change the way we fertilize cotton and regulate herbicides and pesticides.

 

Therefore, it was decided to establish a Cotton Council under the President headed by Minister of Innovation I. Abdurahmanov. Council:

 

- annually determines the propagation and planting of high-yielding and early-maturing varieties by regions in each cluster;

 

- develops a fertilization scheme adapted to climate and temperature changes, regulates the use of herbicides and pesticides;

 

- Develops agro-technologies for each region to control insects, given that insects will be the biggest problem in the coming years.

By the end of the year, each cluster will have a seed, soil analysis and biolaboratory, as well as seed preparation workshops.

The Institute of Cotton and the Genomics Center's seed and agro-technology enterprises will be established in Andijan, Bukhara and Surkhandarya on the basis of public-private partnership.

 

It was also noted that each cluster should analyze soil fertility by the end of the year, develop a land passport and identify measures to increase productivity.

 

The President noted that all clusters must use water sparingly with science.

 

In the last two years, drip irrigation has been introduced on 169,000 hectares of cotton fields. The goal is to introduce drip irrigation on 160,000 hectares by the end of the year, and another one next year.

 

To the Ministries of Finance and Water Resources within a week:

 

- inclusion of all suppliers in the newly launched electronic portal;

 

- to create a transparent system for assessing the cost of water-saving technologies and the quality of services.

 

Farmers choose the best terms and prices.

 

The producer must guarantee the service to the farmer for at least 3 years.

 

In general, it was pointed out that the clusters, together with partner farmers, should save part of their income and improve the internal irrigation system.

The meeting decided to strengthen the legal guarantees for the activities of clusters

 

First, governors are prohibited from interfering in the internal affairs of clusters.

 

The order of formation of new clusters will also be changed.

 

From now on, a maximum of 2 clusters will be allowed in one district (currently - up to 3).

A Republican commission headed by Deputy Prime Minister S. Umurzakov has been set up to systematically organize the processing of raw cotton and yarn.

 

The main task of the commission is to define and organize the implementation of the above-mentioned $ 9 billion production plan in each region, district and city, as well as in the cluster.

 

The clusters will be responsible for implementing the production chain from cotton to yarn.

 

If the cluster itself has the desire, it can easily perform the full cycle on its own.

 

From now on, separate industrial zones will be created, where all conditions will be created for producers of finished products.

 

The commission, along with ambassadors and clusters, will bring in reputable brands by involving foreign companies in the management of these industrial zones.

 

In this regard, until the end of the year:

 

- Bringing 50 foreign brands to our country together with the ambassadors of Spain, Germany and Sweden, Great Britain, France, Italy, Poland, Japan, Turkey, USA;

 

- At least 30 Uzbek products at international exhibitions and orders worth $ 50 million.

Also to attract brands:

 

- up to 10% subsidy for exporters of dyed knitted fabrics and fabrics;

 

- Separate flights will be launched on the orders of foreign brands and local companies that supply them with finished products.

 

At the same time, 90% of the accessories needed for brands are imported.

 

Therefore, officials:

 

- Development of a program for the production of fittings and accessories within a month;

 

- In Andijan, Namangan and Tashkent regions by the end of the year to launch 4 furniture enterprises.

 

The President supported the initiative of the Association of Manufacturers of Finished Goods Manufacturers of Accessories and Fittings.

The President noted that the mechanisms of support for exporters will be further expanded.

 

Including by the Export Agency:

 

- Resources for working capital of up to $ 5 million are allocated to exporting companies based on their export volume;

 

- The limited area will be increased from 100 square meters to 500 square meters to cover the costs of renting warehouses abroad.

 

Letters of credit opened on behalf of exporters are allowed to be accepted as loan collateral. That is, from the date of export, the company will be able to receive a loan from its service bank in the amount of 80% of the letter of credit.

 

The transition of cluster and textile enterprises to international financial reporting standards is supported.

 

From now on, up to 50% of the cost of transition to international financial reporting standards will be covered by the Ministry of Finance.

The meeting stressed the need for uninterrupted supply of textile enterprises with cotton fiber and yarn.

 

Due to the shortage in the domestic market, the price of cotton fiber is higher than international exchanges, reaching 37 million soums per ton. As a result, 59 spinning mills with more than 22,000 employees are short of 25,000 tons of fiber per month.

 

Therefore, under the supervision of the Commission:

 

- If the price of cotton fiber on the New York Stock Exchange rises sharply, the fiber will be listed on the local stock exchange at a discount of 10%;

 

- clusters list more fiber than they need on a mandatory monthly basis;

 

- sells at least 30% of the products of all yarn enterprises through the exchange;

 

- A mechanism will be introduced to pay for yarn purchased at the exchange in installments for up to 3 months with a bank guarantee;

 

- Preferential loans for clusters without processing capacity are provided for 14 months (currently - 24 months).

Tax and customs administration for the sector will be eased.

 

At the same time, the processing system in the customs territory will be further simplified to increase the export potential of the regions and industries. In particular:

 

- processing of raw materials in the textile industry in the customs territory is allowed without the provision of customs duties;

 

- It is possible to export processed goods from the imported raw materials in the customs territory in the "export" mode.

 

The textile industry will also receive three-year customs benefits for non-domestic refrigeration equipment and spinning barrels.

 

At the same time, if the funds not received under export contracts do not exceed 5%, they are not considered overdue.

It was noted at the meeting that the Institute of Textile and Light Industry and the Uzbek-Korean Textile Technopark will work on the basis of an integrated system of training, science and research in the field of textiles.

 

Therefore, the chairman of the Chamber of Commerce and Industry Davron Vakhobov has been appointed rector of the Tashkent Institute of Textile and Light Industry.

 

From the new academic year at the institute:

 

- A "dual" system of education will be introduced in the teaching of 3rd and 4th year students.

 

Now, they are taught three days a week at the institute on the basis of theoretical lessons, and the remaining three days on the basis of practical training in the textile technology park and enterprises;

 

- Exchange programs in at least 6 areas in cooperation with prestigious foreign textile universities.

 

Officials have been instructed to bring in 40 qualified teachers from countries with advanced experience, such as Turkey, Korea and India, by the end of the year, along with the ambassadors.

 

At the same time, the task is to turn the Textile Technopark into a center that will bring new experience and innovation to the industry.

The President touched upon the issue of "toning".

 

"Every reform, every proposal and every initiative is for human dignity," he said.

 

Therefore, the question of what kind of benefits we will give to our people will please us should be on the minds of all leaders every day, every minute.

 

Every time I go out, I meet ordinary people, I hear about their problems, I think about how many more of our people have such problems, and I look for solutions.

Today, the number of cars in our country has exceeded 3.5 million. There are a lot of complaints from our drivers.

 

That is why today I signed a long-awaited decision that will lift the spirits of drivers and passengers, ”said the President.

As the President noted, from July 1:

 

- darkening of rear windows is canceled, ie free of charge;

 

- Full darkening of the front and rear side windows will be reduced by up to 6 times;

 

- Compulsory technical inspection of cars not older than 10 years will be abolished.

 

Now, cars from 10 to 15 years old are inspected every two years, and those over 15 years old are inspected once a year.

 

"This is just the beginning. I have given instructions to presidential advisers, deputy prime ministers and ministers.

 

The Working Group is working in all directions to end the order and restrictions that have plagued our people” said the President at the end of the meeting.
